The SIGMA program develops public administration principles that allow a particular state to assess where that state is on the path to good governance:
Assessment methodology
provides for a comprehensive monitoring system to assess the state of public administration on each of the principles. To evaluate each principle, a set of indicators has been developed that takes into account the conditions for good governance (quality laws and policies, effective structures and procedures), and the effectiveness of the administration. Benchmarks have been developed based on the best practices of EU Member States and OECD countries. The score includes 41 indicators and 292 sub indicators.
